In
order
to

maintain
the development of
following
telecommunication services to meet the needs of the Hong Kong
community after 1997, the British side makes the
proposals:-
(a) The responsible authorities in the Hong Kong SAR
should be authorised by the Government of the
People's Republic of China to administer, with
the same degree of autonomy as Hong Kong now has,
the telecommunication services in Hong Kong.
This autonomy should as at present include the
of policies, introduction of
legislation, planning of band usage, assignment
of frequencies, licensing of services and radio
stations, control of interference, certification
of operating personnel, etc.

(b) The
representatives of the Hong Kong SAR
administration should be invited to participate
at Plenipotentiary and Administrative Conferences
of the ITU as
ITU as members of the delegations of the
People's Republic of China.
(c) The Hong Kong SAR authorities should be permitted
participate, in the name of 'Hong Kong,
to
China', in meetings of the CCIR and CCITT and in
arranged or
other activities, such as seminars,
co-ordinated by the ITU.
