been developed to fulfil the specific needs of Hong Kong which
are different from other parts of the Region. It seems certain
that, in the post-1997 era, Hong Kong will continue to have its

priorities will be different from those in the rest of China
and to follow completely the band plans in the other parts of
China and to use frequencies assigned by an authority outside
Hong Kong would create immense problems. Firstly, the heavy
capital investment already made in existing equipment in Hong
Kong would make
any large-scale realignment

impracticable. Secondly, assignment of frequencies to Hong
Kong other than by the Hong Kong authorities would be a highly
inefficient and indeed unworkable
