HONG KONG: ALLOCATION OF CALL SIGNS

You and copy addressees will have seen Hong Kong telno 2160 (copy attached for ease of reference).

Given Hong Kong's strong arguments for allocation to them of both the VR and VS series, I think we should now sound out the other DTS concerned on this basis. We cannot argue convincingly against Hong Kong's case until we have done so. And we may find the DTs more relaxed about this than we expect.

If the TCI react particularly badly, we can adopt the allocation of VR series only, as a fall back. (But, as we know, we are more likely to encounter difficulty with the Pitcairn Islands).

4. I should be grateful for any views on the attached draft telegram by 20 July. Could WIAD advise on whether (and which) other DTS should be copied in for information.
