It would appear that we shall be drawing on nearly all (not some) of our fiscal reserves over the next six years. I am a little rusty in these matters now but presumably the purpose of drawing down on the reserves each year is to narrow the shortfall of revenue in relation to expenditure. Does this mean, therefore, that there will be an underlying budget deficit every year between now and 1997?
