The West Kowloon Expressway is at the preliminary design stage. The consult- ants, Freeman Fox MVA/Maunsell, started work in September 1990 on the preliminary report stage. Construction is expected to start in the fourth quarter of 1992. Pypun/Howard Humphries are the consultants for the Route Four improvements.

The Western Harbour Crossing

The Western Harbour Crossing will provide an immersed tube crossing of the harbour between the West Kowloon Reclamation and the existing Western Keclamation on Hong Kong island at Sai Ying Pun.

The 1 335 metres long, dual two or three lane, tunnel will form the southern section of Route Three and it will connect the West Kowloon Expressway with Route Seven and the local road network on Hong Kong Island. The project includes a toll plaza at the northern portal on the West Kowloon Reclamation and an interchange at Sai Ying Pun.

The final report on the Western Harbour Crossing is expected to be issued in early 1991. This will provide the basis for a privatisation decision by the government and preparation of tender documents.

Advanced works should begin in the third quarter of 1992 with construction starting in early 1993. The consultants are the Western Harbour Crossing
