1. CHINA HARBOUR ENGINEERING (CHE) WERE INDEED PREQUALIFIED TO TENDER FOR THE NEW AIRPORT ADVANCE WORKS CONTRACT, AND THEY DID WITHDRAW BEFORE TENDERS WERE CALLED.
2. THE REASON THEY GAVE IN THEIR LETTER WAS THAT THEIR WORK COMMITMENTS WOULD NOT ALLOW THEM TO TENDER. BUT INFORMAL ENQUIRIES SUGGEST THAT THEY FELT THEY SHOULD WITHDRAW BECAUSE NO REPLY HAD BEEN RECEIVED FROM PEKING TO THEIR REQUEST FOR APPROVAL TO TENDER. (CHE ONLY SOUGHT APPROVAL AFTER NCNA OFFICIALS INTERVIEWED THE MANAGER AFTER THE CHINESE EXPERTS LEFT HK.)
3. YOU MAY BE INTERESTED IN THE FOLLOWING SUMMARY OF CHINESE INVOLVEMENT IN PADS RELATED TENDERS TO DATE.
A) FOR THE DREDGING AT YAUMATEI ANCHORAGE AND KELLETT BANK, TWO PRC CONTRACTORS TENDERED IN EARLY JULY 1990, THE CONTRACT WAS WON BY CHINA HARBOUR ENGINEERING AT A CONTRACT SUM OF DOLLARS 203 MILLION. INFORMAL ENQUIRIES REVEAL THAT THEY NEITHER SOUGHT NOR OBTAINED APPROVAL FROM BEIJING.
B) FOR THE YAUMATEI REPLACEMENT TYPHOON SHELTER, WHICH WAS THE FIRST WEST KOWLOON RECLAMATION (SOUTH) CONTRACT, BOTH CHINA HARBOUR AND CHINA INTERNATIONAL WATER AND ELECTRICITY CORPORATION TENDERED IN LATE JULY 1990, BUT NEITHER WAS SUCCESSFUL FOR THIS DOLLARS 235 MILLION PROJECT.
C) FOR THE NEW AIRPORT ADVANCE WORKS CONTRACT FIVE PRC CONTRACTORS EXPRESSED AN INTEREST IN BEING PRE-QUALIFIED. OF THE SIX CONTRACTORS WHO WERE FINALLY PRE-QUALIFIED TO TENDER, CHINA HARBOUR WAS THE ONLY PRC CONTRACTOR, AND THEY SUBSEQUENTLY WITHDREW.
D) FOR THE SECOND WEST KOWLOON RECLAMATION (SOUTH) CONTRACT
