HONG KONG AIRPORT PROJECT

You will recall that, following your announcement of Hong Kong's plans for a new airport and associated infrastructure, Anglo Japanese Construction (AJC) has made two presentations to the Hong Kong Government about this Project. The first took place a year ago; the second in February of this year. On the second occasion, Sir Nigel Broackes of Trafalgar House, Peter Costain of Costain, Masao Ikeda of Mitsui and I were in Hong Kong and during our visit you were good enough to receive us at Government House.

The proposals we presented emphasised the major advantage for the programming of the Project of adopting a turn-key approach for its crucial elements, notably preparation of the Chek Lap Kok Airport Platform and construction of the Lantau Fixed Crossing. We felt at the time that our ideas were well received and in particular that the importance of the opportunity we were offering to advance the overall timetable of the Project was fully recognised. In November last year we advised the Hong Kong Government that we proposed to prepare pre-emptive bid packages for both those parts of the Project, an approach which Government officials and their advisors in Hong Kong appeared to welcome. As you know, HMG also fully supported us in adopting this approach. We have now completed the pre-emptive package on the Airport Platform, which has involved all three partners plus the Toa Corporation and incorporates a detailed proposal for financing the works drawn up by Schroders. We had intended submitting it for consideration to the Hong Kong Government during this month.

However, the Chief Secretary was recently in touch with me to warn that the Government, contrary to its earlier indications, would now prefer not to receive a pre-emptive bid at this stage. He has confirmed this view to the Senior British Trade Commissioner in Hong Kong. This is a considerable disappointment for us, as a very great deal of time and money has been spent
