Construct a road link from Kwai Chung to Cheung Sha Wan with a portion of it to be constructed on viaduct structure off-shore of Mei Foo. It is assumed to be a dual four
lane expressway. This would be comparable to the PADS Projects plans for this area.
Construct a bridge from Cheung Sha Wan to Stonecutters Island and a submerged
submerged tube from Stonecutters to the Western District on Hong Kong Island. This would be a dual three lane expressway.
Construct a dual three lane viaduct as an extension of Argyle Street from Kowloon to Stonecutters Island.

Construct a new MTR line from Hung Hom, via Tsim Sha Tsui East and Nathan Rd, across the harbour to Central with Downtown Air Terminals at Tsim Sha Tsui East and Central. This would be a four-track rail facility to provide for both local and express service to the new Airport.
All construction would be completed prior to opening of the new airport.
