Construct a bridge crossing from N. Lantau to Ma Wan and then to Sham Tseng. It would be a combined road-rail link with a dual three lane carriageway and two-track rail and would connect with the North Lantau Expressway.

Construct the Tsuen Wan By-Pass from Kwai Chung to Sham Tseng with the major portion on an off-shore viaduct structure. It would provide for a dual three lane expressway and two track rail on the structure. The rail would connect with the MTR at the Tsuen Wan Station.

PHASING

a. The bridge is assumed to have a construction period of three and one-half years and all rail and road facilities would be in service prior to the opening of the airport.

Construct the Lantau Fixed Crossing from the N. Lantau Expressway to Tsing Yi connecting with Route Three on Tsing Yi. The bridge will provide for a dual three lane carriageway and two track rail.

Construct Route Three from Tsing Yi to Kwai Chung with a new bridge over the Rambler Channel. The facility will be a dual three expressway a portion of which would be in bored tunnel.

Construct two track rail from the end of the Lantau Fixed Crossing to a new station adjacent to the Lai King MTR Station. It will be in tunnel to the Tsing Yi Station and then be elevated over the Rambler Channel and Kwai Chung Park. Four tracks
