d.

Recognition of the desirability of providing a ring

transportation system for road and rail services

linking Hong Kong,

Kowloon and Lantau

to the new

airport, port and metro development.

e.

Recognition of the desirability of enhancing the mass

Territories and the new airport.

1.

More importantly, there are four essential differences from

the current core PADS projects which provide the

necessary to serve the

transportation

infrastructure

opening of the new airport in early 1997.

These are:

a.

Replacement of the main Lantau Fixed Crossing bridge

by a bridge from Ma Wan to Sham Tseng.

b. Elimination of the West Kowloon Reclamation and

Expressway.

C.

Elimination of the Airport Railway and

Railway and Local rail

service in the West Kowloon area.

d.

Bringing forward of construction of the Western

Harbour port facility.

A detailed description of what these differences involve

and a discussion of their merits is set out below.
