REVIEW OF THE GORDON WU REPORT ON PORT AND AIRPORT DEVELOPMENT
I.
EXECUTIVE SUMMARY
1.
Mr. Gordon Wu's proposals are similar to the Government's
plans in several important respects. Notably they
recognize the need for a new international airport,
additional deep water port facilities and a new Western
Harbour Crossing. They also accept that Chek Lap Kok is
the most suitable location for the new airport.
2.
Where they differ from the Government's plans, the absence
of detailed technical information, financial projections
and programming has made assessment difficult.
Nonetheless, from the material provided the Government has
satisfied itself that the proposals have considerable
disadvantages in comparison with its own strategic plans.

In particular, Mr. Gordon Wu's proposals:

Fail to take account of the need to properly integrate
the airport with other overall development plans.
Do not meet comprehensive transport and traffic needs.
