INTRODUCTION
On 28 August, 1990, Mr. Gordon Wu, Managing Director of Hopewell Holdings Ltd., forwarded a copy of a report entitled, "Analysis
on the HK$163.64 Billion Port
(PADS and Airport Strategy
Projects) Proposal" to the then Acting Governor, Sir David Ford,
for the Government's information and records. The report was
