The LFC scheme
has been widely reported on previous
occasions. There will be considerable public and media interest, the latter both local and overseas, in the formal invitation to submit proposals. It will be seen as a positive indication of Government's determination to implement the PADS strategy. Many will welcome such decisive action but there will be concern in some quarters that Government is proceeding without a clear indication of support from the Chinese, who are known to be still studying the PADS proposals and alternative widely publicised schemes. Ma Wan villagers will object strongly to the lack of direct road access from LFC to the island.
