MISSIONS TO HONG KONG
1. Roger Carrick has shown me a copy of Peter Heap's letter of 17 May to you about British trade missions to Hong Kong.

Largely because of PADS, we rather agree with Peter Heap's suggestion of a mission from the British construction industry. As he says, there are no magic formulae, but a high profile mission in the construction field would seem to us both timely and potentially useful in improving the frankly discouraging prospects of success in PADS.
