HONG KONG AIRPORT PROJECT: LINE TO TAKE WITH THE JAPANESE
1. DTI have asked us to clear the attached draft telegram to Tokyo (the Ambassador is now on leave) with instructions on the line to take with the Japanese about the prospects for the Anglo-Japanese consortium.
2.
I think the suggested line is alright, subject to the amendments indicated on the draft. I should be grateful for your views.
3.
A thought which has occurred to me is that it might be worth taking the opportunity of the Governor's presence in London to show the telegram to him (or at least the relevant passage in paragraph 4) on a personal basis. DTI, however, would prefer it if we did not do so.
