HONG KONG AIRPORT-PROJECT: INSTRUCTIONS FOR TOKYO

1. Thank you for letting us see a copy of the draft telegram which you propose to send to the Chargé d'Affaires in Tokyo about the Hong Kong Airport-Project.

2. I have shown the draft to Robin McLaren and Andrew Burns. We have a few minor comments on paragraphs 1 and 2; but would like to suggest a rather more extensive restructuring of paragraph 4.

3. I have indicated the minor changes we would like to suggest on the text (enclosed). As far as paragraph 4 is concerned, we think the line should be as follows:

The Prime Minister and other senior Ministers have expressed their strong interest in the airport project.

- The Anglo-Japanese consortium have made a good start and the Hong Kong Government have been impressed by their capability and range of backing.

The Hong Kong Government will be keenly interested in value for money. It follows that to win major contracts

the price and terms will have to be right.

The Hong Kong Government have long had a practice of open competition for such contracts.

We believe that the consortium stands a very good chance of success provided it can offer the firm commitment of
