1. I submit, as requested in your minute of 26 June, an outline of the elements which we would ideally like to see included in a statement from the Chinese on PADS.

We have now received from Hong Kong the short statement on PADS which it has been agreed should be handed to Ambassador Ji for onward transmission to Peking. having this fax typed up in a more presentable form.
