increasing the international composition of advisory bodies to the Government.

Providing and developing the manpower and expertise required for an international city by:

raising the standard of English among students and improving the English of the population in general, particularly in the business and service sectors;

encouraging pre-vocational and vocational training;

increasing resources for training in areas that involve specialized skills and new technology and for the training of man- agement staff and personnel employed by the service sector;

continuing to bring in foreign nationals with specific skills that are not readily available in Hong Kong;

encouraging exchange programmes for students and staff of tertiary educational

institutions with overseas institutions; and

ensuring the continued international recognition of the standards of the various professions.

Encouraging more visitors to come to Hong Kong and to stay longer by:

promoting Hong Kong as a centre of inter- national exchange in such fields as the arts, sports, research and development, techno- logy, education, and welfare services;

encouraging the hosting of international conferences and other events in Hong Kong:

and

increasing resources to maintain and increase Hong Kong's attraction to tourists.

Promoting Hong Kong overseas by:

devising a mechanism to co-ordinate and improve the efforts of the various public and private sector bodies and quasi-govern- mental organizations in promoting Hong Kong overseas and in ensuring a prompt and

effective response to misunderstandings about Hong Kong;

encouraging more international opinion formers, including politicians, publishers, broadcasters and journalists to visit Hong Kong; and

promoting Hong Kong as an international city fully committed to free trade and practising free trade.

The Hong Kong Showcase Exhibition held in the Hong Kong Convention and Exhibition Centre. In the 13 months between November 1988 and December 1989 more than 165 international seminars, conferences and exhibitions were held here.

Hong Kong's success has been achieved by the bard work and initiative of its people and through the confidence that the rest of the world places in the territory. Our future prosperity and stability depend to a large extent on our maintaining and increasing our importance as one of the world's great international cities. We must continue with vigour and imagination to improve on what we can offer to the world. The decade ahead presents challenges and opportunities. This booklet has recommended a few of the measures that can be taken to meet the challenges and make the most of the opportunities.
