''ADVANCE WORKS CONTRACT'' THIS WILL BE TO MAKE A BRIDGEHEAD FOR THE MAIN CONTRACTOR AT CHECK LAP KOK AND ADJOINING AREAS OF LANTAU, BUILDING JETTIES, LABOUR LINES ETC.

THE MAIN CONTRACT FOR THE AIRPORT SITE IS EXPECTED TO BE LET IN
EARLY 1992 FOR THE MAIN EXCAVATION AND FILLING WORK. AT A PRESENTATION ON THE AIRPORT TO MR MAUDE ON 10 APRIL THE SECRETARY FOR WORKS, KWOK, SAID HE THOUGHT IT LIKELY THAT THE ROCK EXCAVATED FROM CHEK LAP KOK WOULD BE USED FOR THE BREAKWATER TO BE
CONSTRUCTED TO THE SOUTH EAST OF LANTAU AS PART OF THE PORT DEVELOPMENT AND THAT HYDRAULIC MARINE FILL WOULD BE USED FOR RECLAMATION OF THE SEA AREA AROUND CHECK LAP KOK. (THIS I UNDERSTAND IS NOT THE APPROACH FAVOURED BY COSTAINS).

THE GOVERNMENT ARE STILL SEARCHING, THROUGH AN APPOINTED HEAD HUNTER, FOR A CHIEF EXECUTIVE FOR THE AIRPORT AUTHORITY, AND HOPE TO HAVE SOMEONE IN POST BY SEPTEMBER. A PROVISIONAL AUTHORITY WILL
BE ENACTED SHORTLY. IT WILL BE THE END OF 1991 BEFORE A FULL AND PERMANENT AUTHORITY IS IN PLACE.

ALTHOUGH PORT DEVELOPMENTS ON LANTAU WILL NOT BE STARTED UNTIL THE AIRPORT IS WELL ADVANCED, OR EVEN POSSIBLY COMPLETED, OTHER RELATED PORT DEVELOPMENTS ARE WELL IN TRAIN. BIDS FOR TERMINAL 8 WILL BE SOUGHT IN THE LATTER PART OF THIS YEAR. PORT DEVELOPMENTS TO THE SOUTH OF TSING YI WILL FOLLOW SHORTLY AFTERWARDS WITH THE FIRST BERTH TO BE OPERATIONAL IN 1994.

THE GOVERNMENT WILL BE SEEKING BIDS FOR THE TRANSPORT LINKS IN SEPTEMBER 1990 WITH A VIEW TO A CONTRACT BEING AWARDED IN FEBRUARY 1991. THEY ARE STILL LOOKING FOR A DOUBLE RAIL LINK WITH ONE DEDICATED HIGH SPEED NON STOPPING LINE AND A SLOWER LINE WITH STOPS AND ESTIMATE THE COST OF THE RAIL LINK AT PDS STG 1.1BN (HKD14 BILLION). THEY EXPECT THE COST OF THE SIX LANE HIGHWAY TO BE IN THE ORDER OF PDS STG 1.5BN (HKD 19 BILLION). AT THE PRESENTATION TO MR MAUDE, THE TRANSPORT DEPUTY SECRETARY SAID THAT THEY EXPECTED THE FIXED CROSSING TO BE ENTIRELY PRIVATELY FINANCED. THE SAME WILL BE TRUE OF THE WESTERN HARBOUR CROSSING, WHICH WOULD PROBABLY REQUIRE SEPARATE TUNNEL SYSTEMS FOR ROAD AND RAIL NOT NECESSARILY ALONGSIDE EACH OTHER. THE COST OF THESE WESTERN HARBOUR CROSSINGS WERE NOT INCLUDED IN THE OVERALL ESTIMATE OF HKD 126 BILLION FOR THE PADS PROJECT.
