Thank you for your letter of 10 January 1990. It was my pleasure to speak to your members on our major infrastructural projects and it was gratifying to see such a large turn-out.
Regarding the concern over the absence of British firms on the short-list for the consultancy to undertake the master plan design for the airport and the associated civil engineering studies, it is not of course true to say that there is no British firm since Halcrow Asia/Bechtel is part British. Furthermore, we understand that five out of the eight firms on the short-list intend to involve British firms in the associated civil engineering studies which are the more lucrative part of the entire consultancy.
The new airport project is the largest single infrastructural project ever undertaken by the Hong Kong Government. I have no doubt that there will be ample scope for British firms to participate in this exciting and ambitious project in the months and years ahead.
