AGREEMENTS: INSTRUMENTS OF ENTRUSTMENT
Problem
1.
Following Chinese acquiescence at JLG XVII, Hong Kong may now proceed with the signature of its separated Air Services Agreements (ASAS) with New Zealand and Malaysia. The Governor requires the Secretary of State's specific authorisation to conclude these ASAS.
Recommendation
2. I recommend that the Secretary of State send the Governor two despatches constituting the necessary
authority.
