EXERCISE EXPANDED SEA
We spoke about this Naval Control of Shipping (NCS) exercise to be held from 19 - 30 March.

I enclose a self-explanatory letter from Crosswell, DTP and his draft letter to shipowners. He has sensibly asked whether there may be objection to the inclusion of Hong Kong registered ships in the exercise, for which MOD would fly out to Hong Kong seven RN Reserve officers to conduct ship-boarding.
I also enclose copies of FCO telno 216 and HK Telno 378 concerning HK's involvement in the last NCS exercise.
