Thank you for your letter of 27 June 1990 on the above
Hong Kong will not authorise any commercial export of ivory after the reservation expires on 17 July 1990. As you aware personal effects are exempted from CITES control; the cessation of such an authorisation will therefore not apply to personal effects.

Although not a CITES obligation, Hong Kong nevertheless put personal effects of ivory under the following controls: under the Animals and Plants (Protection of Endangered Species)
Species) Ordinance (Cap.187 of the Laws of Hong Kong), the export of personal effect is subject to the prior issue of an export licence under that Ordinance. The export licence will only be granted when the import permission from the importing countries concerned has been obtained. The only exemption from the requirement for an export licence is for the export of personal effects of worked ivory not exceeding 5 kg in aggregate (i.e. not per item). This exemption applies

personal effects irrespective of the nationality race or residency status of the person concerned, but the ivory at issue must not be for the purpose of trade or business.
