1. At long last I am able to let you have a reply to your letter of 22 March about the above. Our legal advisers have now confirmed that they see nothing to object to in the Hong Kong legislation.
2. With regard to your second paragraph, it looks to me as if Hong Kong did have discretionary powers to refuse individual import/export applications for Appendix I species, if they considered that there were grounds for doing so in any particular case: they could not, however, adopt a policy of refusing all such applications, regardless of the merits of each case.
