1. In your letter of 13 August to John Hughes in MAED you requested comments on the text of a letter which you proposed to send to Mr Hykle of the CITES Secretariat about ivory trade legislation in Hong Kong.
2. We are content with the draft which you have sent us with one exception; the wording of the second paragraph which begins 'Since October 1989 .. should, we believe, follow that used in Hong Kong telno. 317 of 24 January. The paragraph would therefore begin:
On 13 October 1989 Hong Kong introduced a legal requirement for possession licences for both commercial ivory and personal effects in excess of 5kg, and this legislation came into effect, and licences became mandatory, on 12 January 1990. Domestic regulations with respect ....
