We spoke about the Private Secretary's minute of today's date on Mr Hughes' submission of 6 March.

that, since the points raised by the Secretary of State relate to Hong Kong's ability to implement the import ban and the progress of introduction of new legislation in the Territory, HKD should lead in drafting a new standard reply.
The DOE have been using the same standard reply and the new draft will have to be cleared therefore with their Wildlife Division.
