Explanatory Memorandum

Hong Kong is bound by the Convention on International Trade in

Endangered Species of Wild Fauna and Flora. The parties to the

Convention are obliged to prohibit international trade in certain highly

endangered species. The purpose of this Bill is to amend the principal

Ordinance to tighten restriction on import and export of the species so

as to give effect to the required control.

2. Clause 3 adds a new section providing that the Director shall not

issue a licence to import or export the highly endangered species listed

in the Sixth Schedule except in certain specified circumstances.

Clause 4 adds a new Sixth Schedule which sets out the highly

endangered species.

The Bill has no Public Service staffing or public expenditure

implications.
