It is
understandable that some traders are unable to produce
original CITES Export permits because
(a)
(b)
(c)
some pre-convention stocks were acquired before CITES came into effect,
or more
some have been acquired through A series of local transactions. It is often not possible to
to retrieve the original CITES permits when OnA
of the intermediary traders have gone out of business, and some are worked ivory imported before Hong Kong introduced control over worked ivory imports in 1968.
The above stocks which are not supported with previous CITES papers will not be permitted to be exported out of Hong Kong.
The total ivory stocks in Hong Kong are less than originally estimated. The original figure, 670 tonnes, comprising tusks, worked ivory and scraps, seems to be reasonably accurate as regards tuska and worked ivory, but rather higher LA regards Cut pieces/scraps. This 1.8 understandable as cut pieces/ scraps have been accumulated over the years through the mazufacturing processes and are held by hundreds of factor" ea, carverS.
A total of 5.3 torines of raw ivory and 4.8 tonnes of worked ivory were exported between 18 October 1989 and 17 January 1990.
