1. As agreed I have drafted a diplomatic note for us to send to the NTD advised Swiss Embassy in London informing them that the UK wishes to enter a Correct
six-month reservation on behalf of Hong Kong against the Appendix I
listing of the African elephant. I assume that this will be done on
procedure
"Berne Nuty 17 January, or will the Secretary of State wish to announce it when
he meets the Hong Kong press on 16 January.

2. The wording of the note has been cleared with Mr Muchmore and
Mrs Carrington in Bristol. This should also be cleared with your and DOE Legal Advisers and with Hong Kong. To help you with this I therefore attach the CITES Convention, a copy of the previous diplomatic note submitted in 1977, and a copy of the procedure for
entering a reservation.
3. I have sent a short telegram to Berne warning them that if we
are to submit a reservation they will be asked to deliver a diplomatic note to the Swiss MFA on 17 January,
the Swiss MFA on 17 January, and Mrs Carrington
has agreed to send a telex to the CITES Secretariat with a copy of our Note to the Swiss Embassy. This should cover all
eventualities.
