Recommendation

2. I recommend that we should try to persuade the Department of the
Environment to make the announcement and to handle press enquiries
at least in the first instance, although we may need to play this
by ear when we have seen the initial press reaction.
Background
3. In the event, the Secretary of State did not have an opportunity
to announce this decision in Hong Kong. Nor did it come up in Prime
Minister's questions this afternoon.
4. The Prime Minister has expressed the hope that both the FCO and
the Department of Environment will make a concerted effort in briefing the media to explain the reasons for our decision. However the Department of the Environment have been trying to shift
