Lord Ray will be taking the dral PQ on 12 February in the absence of Lord Brabazon! I spoke to him on 31 January and he gave me the following list of points which he wants covered in the written briefing to be submitted:
When did Hong Kong ban imports of ivory?
How many people are employed in the ivory trade in Hong Kong?
- What is the ownership of the ivory business' in Hong Kong?
- Who made the representations to HMG for the reservation?
- How much worked and unworked ivory is there?
What markets there are for Hong Kong's ivory?
What proportion of the world trade in ivory Hong Kong represents?
Which other countries have stocks of ivory and how much?
Whether it is possible to distinguish between CITES approved ivory and illegal ivory?
- A copy of the CITES agreement, Appenx ix I and our reservation?
- Whether any other countries have entered
reservations?
at the Southern African countries are doing about uplifting to Category I?
- Whether any other countries supported our reservation?
- What has happened to the ivory in Hong Kong since we declared the reservation.
- An assessment of the basic elephant problem in Africa.
