MEETING OF MINISTERS AND OFFICIALS: 4 APRIL 1990

The following were the main points which arose:

Hong Kong (Action: HKD)

the Home Secretary would be writing in response to the letter to MPs from Mr Tebbit and Mr Bowen Wells;

we needed some figures for British investment in Hong Kong, to which all would stick in dealing with the issue in the House.

Bull points on the case for NATO (Action: Sec Pol Dept)

we should not circulate bull points on NATO to backbenchers for the moment;

we should work with Peace Through NATO to get them to do a pamphlet in June;

in the meantime, it would be useful for Ministers to have on one piece of paper some key points, particularly covering aspects of Soviet behaviour which the Russians now admitted to have been wrong. A key example was the ABM installation at Krasnoyarsk. Czech admissions on Semtex were another.

Political Fund

it was agreed that it would not be a good idea to have separate organisations run by political parties, which dished out money separately and in small packets. We should hold to our idea of a trust.
