BRITAIN'S ECONOMIC STAKE IN HONG KONG

1. In your minute of 5 April, you asked for comments on Mr Brandon
Bravo's bull points about Britain's economic stake in Hong Kong
which have been prepared for the Home Secretary's use. It was
agreed at the Secretary of State's Office meeting on 4 April, that
we needed some figures to which all would stick in dealing with this issue, particularly during the second reading debate on the British Nationality (Hong Kong) Bill.
2. The figures quoted by Mr Brandon Bravo are generally in line
with those quoted in the draft Annual Report to Parliament as well
as with those now being used by the DTI, BTC Hong Kong and the Hong
Kong Government. But it would be possible to strengthen some of his
bull points on the following lines:
(a) Trade. (third tiret)
Economic links between Hong Kong and Britain are extensive and
important to both. In 1989 Britain exported goods worth £1.1
billion to Hong Kong and the first figures for 1990 show a 12%
increase. Our invisible exports were worth another
£1.2 billion.

Hong Kong is our largest export market in Asia, Hong Kong for its part exported almost £2 billion
worth of goods to the UK.
