In accordance with Article XXVI of the Royal Instructions, I enclose a copy of the above Bill, which is being promoted as a private measure.

The Bill follows the First Pacific Bank Ordinance 1989 fairly closely. As you will recall, that measure was approved by your office prior to its introduction to the legislature.

I would be grateful if you would confirm that this Bill may be proceeded with without further reference to the Secretary of State. The promoters of the Bill wish to enact it is as soon as possible and would therefore appreciate your early reply.
