I enclose a copy of the above Bill, which relates to the merger of two banks.

You will note that the merger is taking place under the law of Norway and that this Bill is facilitating that merger by making special provisions that apply in Hong Kong. The Bill is similar to the Deutsche Bank (Merger) Ordinance, which before being enacted was approved by your office.

I would be grateful if you would confirm that this Bill may be proceeded with without further reference to the Secretary of State.
