I do hope with the precedent of Sun Hung Kai that Exco will shortly come to a firm positive decision on our application and any personal leadership you can influence on this will be much appreciated, particularly at a time when the United Kingdom is being so helpful to Hong Kong on a number of important political issues such as Right of Abode, Democracy, and Vietnamese Refugees.

Jacobs. I have also copied Robin Mclaren at the FCO and Peter Heap at the BTC who have both over the years been kept informed of the problem. Finally I have sent a copy to the Prime Minister's private office for Sir Percy Craddock's attention, as the Prime Minister is well-known to be keen on closer commercial ties between the United Kingdom and Hong Kong.
