Mr Maude has commented on Mr Paul's submission of 18 May that Hong Kong's case for refusing a licence to Jardine Fleming is defensible, but not especially attractive. He thinks that the Secretary of State will want to consider the tone and the timing of the reply from the Prime Minister to Mr Keswick.
Mr Maude suggests that the letter to No 10 should not issue until we are ready to minute No 10 also about the Consulate-General site later this week.
