1. Thank you for sending us a copy of your letter of 17 July to Nicholas Bailey.
2. I am a little concerned that you are presenting as a position agreed with the FCO "our" preference for at least the 1992 meeting to be held in Manila and ideally the 1993 meeting. As Mr Paul stated in his letter of 3 July to you, we strongly support the idea of Hong Kong hosting an ADB meeting and we mentioned that Hong Kong were hoping to host the 1992 meeting. We asked that you make a positive recommendation for Hong Kong in 1992. In this respect your paragraph 3 is less than helpful and your paragraph 4 contrary to what we requested.
3. Your minute of 14 June to Mr Paul did not indicate that you were going to press for the 1992 to be in Manila, rather that you thought it should be there. It would have been helpful, therefore, to have been able to discuss the location of the 1992 meeting further with you before your letter to Nicholas Bailey issued.
