I suggest to go along with Secretary's suggestion for the 1992 meeting (Hong Kong) and 1993 meeting in Manila which both should help to avoid embarrasing discussions about Manila's suitability and safety for a 1992 meeting. But I understand from previous correspondence that you would prefer to have the 1994 meeting also in Manila instead of having an other away meeting,
