During yesterday's tea session, Secretary advised that issue of venue of annual meetings 1992 and following was discussed with Philippine Government (background,
(background, although not specifically mentioned, but known to everybody: fear of political uncertainties or disturbances around May 1992 general elections in the Philippines). Phil. Government agreeable not to hold annual meeting 1992 in Manila; this, however, under condition that 1993 meeting would be held in Manila.
Secretary, therefore, suggested following venues for annual meetings until 1995 to allow for necessary preparations:

1993
Hong Kong Manila
1994
Nice (France)

First informal reactions from Directors were inconclusive. Few joined me in saying that we attached much importance to meetings in Manila; most of those who spoke seemed to be more concerned about the prospects of having the 1993 meeting in Manila due to expected political disturbances over the next few years and urged management to remain flexible about the venue of the 1993 meeting.
All
will go back to capitals to get their views on the Secretary's suggestion.
