- Formal position of the government remains as set out in

statement to House of Commons on 22 May 1989 and in 1990 Defence

White Paper namely that, although not possible to be

definitive, current plans assume a future for the Gurkhas after

1997 based on a viable brigade structure.

Clearly not possible to insulate Gurkhas from effects of work

on options for change. Exactly the same applies to all other

parts of the armed forces.

Work to date on options for change has concentrated on

strategic issues. Too early at this stage to assess what the

likely effect on individual units/corps will be.

Nevertheless, recognise overriding concern to ensure security

in Hong Kong is maintained until 1997. This is obviously a

factor that will be taken into account, as it was when the

original announcement was made.
