The Ministerial letter to the MOD could go either from Mr Maude of from Lord Brabazon. On balance, the former would seem to be more appropriate, since the main point we wish to make is a Hong Kong related one. I do not think it would be necessary or useful for the letter to spell out our concerns in elaborate detail, and it has been drafted
accordingly.
