The Prime Minister has considered the Defence Secretary's minute of 22 October proposing that we should not include an amendment to the British Nationality Act 1981 to ensure that children of non-UK members of the Home Forces and their non-UK wives did not acquire British citizenship by birth in the 1991 Armed Forces Bill, in view of the uncertainty about the future size and shape of the Brigade of Gurkhas. She takes the view that, however many Gurkhas we have, we shall need the legislation. It would therefore be advisable to keep the proposed clauses in the 1991 Armed Forces Bill. There would be no reason to think it would be any easier in future.
