4. It is from my point of view embarassing vis a vis that a letter did not issue until 22 October. I am not aware of all the background, and it may well be that there were good reasons for the delay and that in any case no harm was done by waiting. If that is so, it would be helpful to know, so that I can pass on a suitable explanation to the Governor, in reply to his letter.
