1. I attach a letter from the Governor of Hong Kong

acknowledging one which I sent him enclosing the

correspondence between Mr Lennox-Boyd and Mr Hamilton about

the future of the Gurkhas. The Governor's letter contains

an implied rebuke about the time it took for

Mr Lennox-Boyd's letter to issue.

2. You will recall that we promised the Governor in late June that we would arrange for an FCO Minister to write to Mr Hamilton underlining Sir D Wilson's concerns about the

possibility that the Gurkha Battalions in Hong Kong might be

disbanded.

3. I duly submitted a draft letter on 13 July. But it was subsequently decided that the draft should also deal with the Gurkhas in Brunei and Nepal. A revised draft was

commissioned and it was agreed that SAD would assume the

lead.
