size, speed, armaments, range, communications, costs and tactical facilities - to all incidents throughout Hong Kong waters. Given the operational need for the vessels, outlined above, it would not be easy to explain convincingly the rationale for replacing them.
The Bird Class vessels, on the other hand, do appear to have very limited overall capability and would seem unsuitable to perform an effective role in Hong Kong waters. It is difficult to escape the conclusion that the Bird class vessels would not be a suitable alternative to the Peacocks, however superficially attractive they might be on the grounds of economy.
Funding
As will be clear from the foregoing, the case for retention of Royal Naval presence afloat can, in our view, be made on sound operational grounds, although there are also potent political arguments to be adduced in support of such a case. I therefore see no alternative to building the costs into the DCA, although
I appreciate that this will necessitate finding additional funds from within the Defence Budget.
