The operational case for retaining an RN presence afloat in Hong Kong also turns to some extent on the level of MARPOL resolve, how that resolve is demonstrated and how it is received by the PLA Navy and other Chinese units operating in Hong Kong waters. In theory MARPOL should be able to take over most of the functions expected of the RN at present. But MARPOL resolve could easily weaken in the face of overtly aggressive Chinese behaviour or where MARPOL would be required to take a robust approach against Chinese interests. A continued RN presence would, under such circumstances, be indispensible.

Such circumstances are not theoretical. For example, on 16 January a Chinese patrol vessel was seen about 5 km inside Hong Kong waters near Cheung Chau Island. Three uniformed men from the patrol vessel, at least one of them armed, were seen to board a Hong Kong registered fishing vessel. Both the patrol vessel and the fishing vessel then left Hong Kong waters with three Chinese personnel still aboard the fishing vessel. The Chinese patrol vessel ignored instructions from MARPOL to stop. Such incidents are unfortunately not untypical and are occurring with increasing frequency.

Political Considerations

A continuing RN presence in Hong Kong has always been seen as a powerful symbol of British sovereignty and commitment to the territory. Early withdrawal would undoubtably undermine our efforts to demonstrate that commitment in other ways, at a tim when we need to be doing all we can to bolster Britis Authority in Hong Kong. the Hong Kong community take this continuing presence.

Peacock Class or Bird Class

We have consulted Hong Kong about the possibility of the Peacock class patrol vessels being replaced by Bird class. Their advice is that there is a strong case for continuing with the Peacock class vessels.

I must say that I find the arguments compelling.

The Peacocks were designed specifically for Hong Kong and after very full consideration of the role and capabilities requried of them. This took into account
