ITEM 6 - JTP 30 - HONG KONG REINFORCEMENT PLAN
26. The latest revision of JTP 30 catered for an increased number of reinforcements in the event of a a 'worst case' situation arising in Hong Kong, namely, a threat to territorial integrity and a simultaneous internal security task. CBF welcomed the advanced review although it had not yet been staffed in detail within his Headquarters.
27. D Log (ROW) observed that the plan, if fully implemented, would put considerable logistic pressure on in-place resources and was unsupportable as it stood. It would need extra money to purchase equipment which was not either in-service elsewhere or held in stock. ACOS J3 acknowledged this but stated that it would not necessarily need money to be spent since tasks of reinforcing troops could be adjusted accordingly. The Chairman added that the plan must be supportable. What could not be provided should be made clear and whether or not this would be acceptable. The problem was noted and would be considered fully during the further staffing of the JTP.
ITEM 7 - REINFORCEMENT EXERCISE REQUIREMENTS

28. The Chairman noted that the latest review of the Withdrawal Plan, CDS 13/89, had a remit to consider holding a reinforcement CPX to test JTP
JTP 30. It was further suggested that the possibility of combining this CPX with the PURPLE VENTURE CPX planned for 1992 should be considered. He briefed the meeting on the discussions that had already taken place on the subject adding that there was no doubt in his mind that PURPLE VENTURE 92 must be decoupled from any Hong Kong CPX requirement. This was agreed. The concept of a relatively low-key' CPX, perhaps in the same year to practise JTP 30 was welcomed by CBF He felt that this could be a brigade level affair with C2 being 'plugged into' his Headquarters, possibly involving some JFOS enhancement. The exercise might include a modest amount of reconnaissance for commanders within the reinforcing brigade.

DMO welcomed the idea of involving the lead brigade, 5 AB Bde, in such a CPX. He thought that UKLF would also support the proposal. The Chairman asked D Ex and DMO to look further into the matter.
