Payments due from the Hong Kong Government to the Ministry of Defence (Navy)
by way of contribution to the capital costs of the vessels will be made at quarterl
intervals in equal amounts based on the forecast expenditure for each financial
year subject to an annual adjustment when final costs are known following the
close of each financial year:
Provided that, where there are significant variations between the
forecast expenditure and the actual expenditure in a financial year,
the Hong Kong Government and the Ministry of Defence (Navy) may agree
that payments be adjusted accordingly.

11. The Civil Secretary British Forces Hong Kong will request payment of all
