I write to acknowledge receipt of your letter
of 19 July 1990 to Ian Strachan.
As the Financial Secretary is presently out of Hong Kong, I shall not be able to put your views to him until his return in the middle of August. However, before then, it would be helpful if you can provide me with ar estimate in 1990 prices of the total estimated annual recurrent cost per vessel of operating the patrol craft between 1992 and 1997, and indicate whether, in all the circumstances, you consider the cash yield arising from an increase to 75% in the Hong Kong Government's share of the stores etc. purchased under the 1981 Agreement would be likely to cover the operating costs as above. Whilst I note your view that there are difficulties in making this assessment, you are obviously better placed than I to do so, given that you are aware of the composition, cost breakdown and proposed disposal schedule for stores, equipment etc. purchased under the 1981 Agreement.
